This is an all too common complaint on the 2003–2007 5.9 Cummins. Hard start. No start. Starts then dies. Or it just lays down and throws P0087.

P0087 means the high-pressure fuel pressure is running lower than the computer asked for. Actual vs commanded is lower than the maximum allowed amount, usually 4-5k psi. That fuel is measured by the fuel pressure sensor at the fuel rail, it's the pipe on the engine that holds fuel at thousands of psi and supply fuel to the injectors. When pressure is low, the truck will not run right. This is the common code on these trucks. P0088 is the other one, high pressure, and it is a different repair. Do not mix them up.

This write-up is for the 2003–2007 Ram 2500/3500 5.9 common-rail. The VP44 trucks (1998.5–2002) and the 6.7 Cummins use different fuel control. If you are not sure which pump you have, call us with the VIN.

People throw a pump at this. Do not. The expensive part is the Bosch common-rail injection pump, the CP3. That is last. A cheap valve dumping fuel, a starved filter, or a sensor telling lies will look like a dead pump on a code reader.

What the computer is looking at

The engine control module (ECM) is the truck’s computer. It commands a target rail pressure and a sensor on the rail reports what is actually there. Idle is usually in the 5,000–7,000 psi range. Cruise is higher. Wide open is up around 23,000–26,000. Treat those as a sanity check, not a factory spec sheet.

P0087 is actual staying under command. Get a scan tool on it and watch both numbers. We stock an Edge Insight CTS3 here. Edge still says 1998.5–2005 Dodge coverage is coming soon, so 2003–2005 owners should confirm it will show rail pressure before you buy it for this job.

Check the relief valve first

The pressure relief valve (PRV) sits on the rail and dumps fuel back to the tank if pressure gets too high. At idle it should not be dumping. Crack the return line at the rail. A healthy valve does not weep. If diesel is spraying out at idle, that valve is bleeding the rail down. That is P0087. That is not a pump.

We also list a BD rail plug here. That plugs the port instead of replacing the valve. BD’s own page says removing the relief valve can damage the fuel system, and it is not legal for sale or use in California. We do not ship it to CA. We do not sell it as a street repair. California customers: buy the Bosch valve.

Unplug the FCA

The fuel control actuator (FCA) is the little regulator on the back of the CP3. It meters how much fuel the pump is allowed to make. Unplug it. Unpowered, that valve opens and the pump goes to pressure.

Watch the gauge. A pressure change means the regulator is actually working. Do not replace the FCA just because pressure came up. That test told you it can control. Keep looking at a dumping PRV, supply, or the sensor.

If you unplug it and pressure stays on the floor, the FCA is not your bottleneck. You have a supply problem, a PRV wide open, or a CP3 that cannot build.

Sensor and supply

If the PRV return is dry at idle and unplugging the FCA changes pressure the way it should, and you still have P0087, the rail pressure sensor can drift. Swap it when the reading is wrong compared to a known-good tool, not because the code exists. Bosch sensor is here. Typically under $100. SKU 0 281 006 325.

Also change the on-engine fuel filter while you are in there. Do not grab a Duramax CAT adapter filter. Stock 5.9 canister takes 5015581AA / 4941252. We stock the Racor PFF19579 here.

Leaking injectors will not hold rail pressure either. Check balance rates before you assume the pump is the whole story. Alliant AP55505 is a reman for 2004–2009 5.9 325 hp, not every 2003 305 hp truck. Find that here. Call with year and horsepower before you order a set.

Pump last

If the cheap parts check out and unplugging the FCA still will not make rail pressure, then you are in the CP3. Also check supply to the pump. Air, a plugged filter, or a weak in-tank pump will starve a good CP3 the same way it starved the old one.

If you actually have P0088

That is high rail pressure. Do not diagnose it with a dumping PRV. A valve spraying at idle is losing pressure, not making extra. Unplugging the FCA forces the pump to pressure, so that test does not prove a high-pressure fault. Different parts. Call us with the scan data if you want that walked.
